Dangote’s proposed Lamu oil refinery faces major hurdles

President William Ruto’s administration is backing a major plan by Nigerian billionaire Aliko Dangote to construct a huge oil refinery in Lamu.

The proposed refinery is expected to process 700,000 barrels of crude oil per day, making it one of the biggest energy projects planned for East Africa. The project is estimated to cost between 15 and 16 billion US dollars, with a groundbreaking ceremony planned for later this month.

The government believes the refinery could help Kenya and other East African countries reduce their dependence on imported petroleum products. President Ruto has argued that the project could strengthen energy security, create economic opportunities and transform Lamu into a major regional energy hub.

However, the project faces several major challenges. One of the biggest questions is where the refinery will get enough crude oil. Kenya does not currently have large-scale commercial oil production, while potential supplies from countries such as South Sudan and Uganda face infrastructure and geopolitical challenges.

There are also concerns about financing, environmental risks and the lack of key infrastructure around the proposed refinery site. Analysts have warned that without proper coordination and investment, the multibillion-dollar project could face serious implementation difficulties.

The proposed refinery is therefore shaping up to be both a major economic opportunity and a significant political test for the Kenya Kwanza administration as it pushes its industrialisation and energy agenda.
