Kenya’s budget guardian has called out the roads authority for spending money it did not have.
In her latest implementation report, Controller of Budget Dr. Margaret Nyakang’o reveals that the Kenya National Highways Authority awarded two major projects in Homa Bay County and went ahead to pay contractors advance fees, even though the projects had zero allocation in the approved 2025/26 budget.
The projects are the Got Rabuor–Homa Bay Pier Corner–Kodoyo (B2) Road Phase II and the realignment of the Homa Bay–Rongo (B3) Road at Kabunde Airstrip.
Both were tendered in April 2025, but fact-finding missions found no corresponding budget lines.
According to the report, KeNHA released funds for mobilization of staff, machinery and site establishment, a move the CoB says breaks the cardinal rule of budget led procurement.
Nyakang’o warned the practice erodes fiscal discipline, exposes taxpayers to unfunded contracts, and undermines budget credibility.
The flag comes as the government grapples with Sh13 trillion debt and Sh30 billion travel spending, raising fresh questions about how state agencies commit billions before Parliament approves them.
