The Judicial Service Commission has filled a key leadership post that has been vacant for over two years.
On Monday, JSC announced the appointment of Robert Kibet Kibor as Registrar of the Judicial Service Commission, pursuant to Section 10(2) of the Judicial Service Act.
Kibor replaces Hon. Winfridah B. Mokaya, who left the position in March 2024 after being appointed Chief Registrar of the Judiciary. Since then, Hon. Isaac Wamaasa had been serving as Acting Registrar.
According to JSC, the appointment followed a competitive recruitment process advertised on January 16, 2026, with interviews conducted on June 30, 2026.Kibor is an insider with deep institutional knowledge.
He joined JSC in 2012 as a Legal Researcher and rose to Assistant Director, Legal Services.
He is an Advocate of the High Court with 14 years post admission experience.
He holds a Master of Arts in International Relations from USIU Africa specializing in Foreign Policy and Diplomacy, a Bachelor of Laws from Moi University, and a Postgraduate Diploma from Kenya School of Law, plus training in strategic leadership and corporate governance.
He will oversee technical and shared services and report to the Chief Registrar.
